The order, and why it cannot be shuffled

Nothing here starts until your legal status does. Status comes first, then the residence permit card that carries your personal code, then the declaration of your place of residence, and only then the bank account, health insurance, a family doctor, a school place and a parking permit. The declaration is due within one month of receiving the permit, and it is the hinge the rest of the sequence turns on.

EU and EEA citizens

You may stay for up to three months with no formality at all. To stay longer you register your right of residence with the Migration Department, which issues a certificate confirming it, and you must declare your place of residence once you have lived here more than three months within any six-month period. No public source sets out that certificate's fee, deadline or processing time plainly, so ask the Migration Department for the current procedure rather than working from a forum.

The temporary residence permit

Third-country nationals staying beyond 90 days need a national D visa before arrival, which costs €140 and is decided in 15 calendar days, extendable to 45. Then comes a temporary residence permit issued for work, study, family reunification or business, usually valid for two years and three on an EU Blue Card. Applications are filed online through MIGRIS with digital copies, after which you have four months to book an appointment to give biometrics and show the originals, at a Migration Department office here or a VFS Global centre abroad. The state fee buys the speed rather than the permit: €160 is the ninety-day decision, €320 the forty-five-day one, so plan in months rather than weeks.

• State fee: €160 for a decision within 90 days, €320 within 45. VFS Global adds a service fee of €30 to €120 depending on the country if you apply from abroad.
• Documents generally wanted: valid passport, proof of the grounds for the permit, proof of financial means, a criminal record certificate, proof of accommodation, health insurance, and proof the state fee was paid.
• The financial-means requirement is €1,153 a month for 2026, which is the minimum monthly wage, or €576.50 on scientific grounds and for minors. Confirm the current figure when you apply.

Declaring your address

If you cannot declare at the Migration Department when you collect the card, you declare at your local eldership, the seniūnija, or at the municipality's customer service department in the centre. Bring your passport or ID card, your residence permit card or a Migration Department certificate, and the owner's consent in one of its three accepted forms. Without a declared address you have no compulsory health insurance, no state school place and no resident parking permit.

Bank, tax and the portals

To open an account you normally appear in person with a valid passport or ID, your residence permit, and a document showing why you need a Lithuanian account, such as an employment contract or study certificate; the card typically arrives about five business days later. That bank login is then the key to everything else, because epaslaugos.lt, VMI's e-services and the e-health system all use it for single sign-on. There is usually no separate tax number to queue for, since the State Tax Inspectorate assigns taxpayer identification numbers to foreigners working and living here.

• SEB, Swedbank, Luminor, Šiaulių bankas and Citadele are the traditional banks. URBO, Paysera and Revolut are the lighter-touch alternatives, some of which open an account free of charge.
• Employment income is taxed at 20% up to 60 average annual wages and 32% above that. Sickness, maternity, paternity and childcare allowances and dividends are taxed at 15%, self-employed activity at 5% to 15%.
• The Migration Information Centre lists these deductions from a Lithuanian salary: health insurance 6.98%, pension 8.72%, sickness 1.99%, maternity 1.81%, unemployment 1.31%.
• In the 2026 filing season the annual income declaration was due by 4 May, and a correct return filed on time was refunded by 31 July. VMI sets the date each spring, so check deklaravimas.vmi.lt for your year rather than assuming.

In order
