Doctors, insurance and emergencies in Vilnius

Public care needs a declared address and compulsory health insurance at the same time. Without both you pay for everything yourself, apart from emergency care, which is free whether or not you are insured.

Two conditions, not one

Access to the public health system requires a declared place of residence and enrolment in compulsory health insurance, known as PSD, together. Miss either one and you pay for every medical service yourself. That is why a landlord refusing consent to your declaration is not only a housing problem.

How you get insured

If you are employed in Lithuania, your employer enrols you and the contribution comes out of your salary at 6.98%, with no separate application to make. If you are self-employed or insuring yourself voluntarily, you pay 6.98% of the minimum monthly wage through Sodra, which the Migration Information Centre puts at โ‚ฌ80.48 a month for 2026. Someone who has worked here for at least six months, then loses the job and registers with the Employment Service, has their PSD covered by the state.

The gap before cover starts

Nothing in the public system is free while you are uninsured, so the bridge is private care paid out of pocket plus travel or private insurance held until PSD begins. Emergency care is the exception: it is provided free of charge whether or not you hold compulsory health insurance. Everything else you pay for at the counter until your PSD is running.

Registering with a family doctor

You register with one ลกeimos gydytojas at a time. The choice of facility is free and you may switch if you are unhappy, but you can only be on one primary care facility's list at once, and the facility has to hold a contract with the territorial health insurance fund. Registration is done at the clinic reception: you fill in an application and pick from the available family doctors, taking your passport or ID card and your Lithuanian personal code with you. Appointments afterwards can be booked through the clinic's own website or through esveikata.lt.

112, and where the records live

112 is the single emergency number and covers the police, the emergency medical service, fire and rescue, and the environmental protection service. For people with hearing or speech disabilities there is a 112 app, an SMS route, a silent call service and remote sign-language interpretation, though the service itself advises against SMS because texting is slower and can be delayed on a congested network. The e-health system at esveikata.lt, run by Registrลณ centras, holds prescriptions, medical records, certificates and appointment booking, has an English interface and a mobile app, and is entered with your bank credentials.
