Registration, banking and utilities in Turin
Codice fiscale, then the registered lease, then residenza within twenty days — and SPID or CIE early, because Turin's municipal schools, ZTL permits and health portal take little else.
The thing people get wrongSPID or CIE is a gate, not a convenience. Enrolment in Turin's municipal nurseries and infant schools is online only, ZTL permits are applied for exclusively online, and the regional health portal wants SPID, CIE or an activated TS-CNS. Arriving without a digital identity and no plan to get one costs you counter visits and, in the school case, can cost you a whole enrolment window.
The order things happen in
Codice fiscale first, because nothing is signed without it. Non-EU arrivals then have eight working days from entry to file the permesso di soggiorno. The lease is signed and registered, residenza is declared at the anagrafe within twenty days of the move, and registration with the ASL and a chosen doctor produces the tessera sanitaria. The bank account and the utilities come last, and SPID or CIE is worth starting on day one.
Residenza at the Turin anagrafe
You have twenty days from the move to declare the address, and the Comune then has forty-five days to complete the file, including a verification visit to the flat by the Polizia Locale — put your name on the doorbell and the letterbox and be reachable. The service is free, and the routes in are the Comune's Città Facile portal at serviziweb.comune.torino.it with SPID, CIE or CNS, the same portal's guided form for people who have none of those, or an appointment at the Anagrafe centrale. You show your own valid identity document, the identity details of any adult already resident at the address, and proof that you lawfully occupy the flat, which for a tenant means the lease and its Agenzia delle Entrate registration details.
- The Anagrafe centrale is at Via della Consolata 23, open Monday to Thursday 08:15 to 15:00 and Friday 08:15 to 13:50; residence appointments are Monday to Friday 09:30 to 12:00, and booked visitors go in at Via Carlo Ignazio Giulio 22.
- Decentralised offices do the same work across the city, most of them Monday to Thursday 08:30 to 15:00 and Friday 08:30 to 13:30 — Corso Racconigi 94, Via Stradella 192, Corso Vercelli 15, Via Federico Campana 30 and Via Nizza 168 among them. A few keep shorter or different days, so check the Comune's sedi anagrafiche e orari page first.
- Non-EU citizens attach the documents listed in Allegato A, which includes the valid residence permit. EU citizens registering from abroad for the first time supply the free-movement documentation in Allegato B — read it before you go, because it is the part that catches people.
Codice fiscale, and the permesso for non-EU arrivals
The codice fiscale is free and requested at an Agenzia delle Entrate territorial office, with a passport or residence permit as identification; check the Agenzia's own site for the current application form and to book the appointment before you go. Non-EU arrivals file the permesso within eight working days of entry, normally through the kit postale handed in at a designated post office counter, and the receipt you are given — it carries your photo and codice fiscale — proves lawful stay and opens the health service while the application is processed. The Questura calls you in for fingerprints for most permit types, and a renewal must be filed before the permit expires, not after. Four to six weeks to be fully set up is an EU timetable; non-EU, plan for two to three months and rely on the receipt in the gap.
- Permesso costs: a contribution of €40.00 for a permit of three to twelve months, €50.00 for one to two years and €100.00 for the EU long-term permit, plus €30.46 for the electronic permit and a €16.00 marca da bollo, with the post office's own charge on top if you use the kit.
- A duplicate carries no contribution, and some categories are exempt from it — confirm your own case at the Questura's immigration desk before you pay.
SPID, CIE and the health card
Get SPID or CIE as early as you can, because Turin's online services assume it: municipal school and nursery enrolment accept nothing else, ZTL permits are applied for exclusively on the Città Facile platform, and the regional health portal wants SPID, CIE or an activated TS-CNS. The tessera sanitaria issued in Piedmont is a TS-CNS, and it is health card, European Health Insurance Card and codice fiscale carrier in one. Its chip can also be used as a login to the regional health services, but only once the digital certificate on it has been activated — ask your ASL district counter what that takes.
In order
- Get the codice fiscale at an Agenzia delle Entrate office.
- Non-EU: file the permesso within eight working days of entry and keep the post office receipt.
- Start SPID or CIE immediately; almost every Turin online service asks for it.
- Sign the lease and confirm it is registered with the Agenzia delle Entrate within 30 days.
- Declare residenza within 20 days, through Città Facile or at Via della Consolata 23.
- Put your name on the doorbell and be reachable for the Polizia Locale check.
- Register with ASL Città di Torino and choose a GP, or a paediatrician for a young child.
- Ask your ASL district counter how to activate the TS-CNS certificate if you want to use the card as a login.
- Open a bank account and put the electricity and gas in your name.
