Doctors, insurance and emergencies in Turin
Registration with ASL Città di Torino is free, a GP can be chosen anywhere in the city, and a missed appointment is billed at the full cost of the procedure.
The thing people get wrongCancel a booked appointment at least two working days ahead. Miss one without cancelling and you are charged the full cost of the procedure plus an administrative fee, and a ticket exemption does not protect you from that charge.
Registering and choosing a doctor
Registration with ASL Città di Torino is free and asks for a codice fiscale, a valid identity document and, if you are transferring, your health card or the cancellation paperwork from your previous ASL. You can do it in person at a district administrative counter, online through the Salute Piemonte portal with SPID, or through the Sistema Piemonte portal for a GP only; online it typically takes about five working days. A GP may be chosen anywhere in the ASL Città di Torino area, but a paediatrician only within your own district, which is worth knowing before you settle on a flat.
- A paediatrician is compulsory for children aged 0 to 6. From 6 to 14 the family chooses between a paediatrician and a GP, and from 14 to 16 a paediatrician can be kept in cases of chronic illness, disability or documented psychosocial hardship.
- Registration is compulsory for non-EU holders of permits for employed or self-employed work, family reunification, asylum and refugee status, subsidiary and humanitarian protection, adoption or fostering, a pending citizenship application, job-seeking and pregnancy, and for EU citizens who are employed in any form or registered unemployed with the employment services.
If you are not entitled to free cover
Study, diplomatic and religious permits fall outside compulsory cover, and so does family reunification for anyone over 65 unless they can show residence in Italy before 5 November 2008 or are joining a child who is an Italian citizen. Those holders enrol voluntarily instead, paying a contribution by F24. ASL Città di Torino does not publish the amounts and they are set nationally and change, so get the current figure from the ASL counter rather than from a forum. Voluntary cover runs to 31 December whatever month you join, cannot be split into part-years and is not retroactive, so enrolling in November buys six weeks for the price of a year.
- Apply at the ASL counters for choice and revocation of doctor, with the enrolment form (allegato 1), the declaration in lieu of a notarial act (allegato 2), and proof of the F24 payment.
Booking, prescriptions and the ticket
Specialist appointments go through the regional CUP on the freephone 800 000 500, open seven days a week from 08:00 to 20:00, through the Cup Piemonte app, on the Tu Salute Piemonte portal with SPID, or at a participating pharmacy. You need an electronic prescription from your GP or paediatrician, valid 180 days, and your health card. Income-based ticket exemptions are applied for on Tu Salute Piemonte with SPID or a CNS, or by self-certification at a district office.
- E01, as ASL Città di Torino sets it out, covers people aged 6 to 65 in a household with gross annual income of €36,151.98 or less.
- E02: the unemployed and their dependants below €8,263.31, or €11,362.05 with a spouse, plus €516.46 per child. E03 covers social pension holders and E04 minimum-pension holders over 60 on the E02 thresholds.
- A dependant means a family member whose income is not above €2,840.51.
Before you are registered, and out of hours
EU citizens staying under ninety days use their home-country EHIC or TEAM card. Anyone who cannot register can get an STP code, for non-EU citizens, or an ENI code, for EU citizens, from Turin's ISI centre at via Bazzi 19, open Monday to Friday 08:30 to 12:00 and 13:00 to 15:00, which covers urgent and essential outpatient care. When your GP is closed and the problem will not wait until morning but is not an emergency, the free continuità assistenziale service answers on 116117. The emergency number is 112, for ambulance, police and fire.

- A low-threshold clinic for homeless people runs at via Sacchi 49 on weekday evenings, 15:45 to 18:30.
- Continuità assistenziale covers 20:00 to 08:00 on weekdays and runs right through weekends and holidays, from bases at via Cigna 74, via Luzzatti 36/A, via Silvio Pellico 28 and via Gorizia 114. The bases move, so call 116117 rather than turning up at an address you read somewhere.
