Finding somewhere to live in Stockholm
The regulated market is a queue measured in years, so what you actually sign on arrival is a sublet. The permission behind it, and which rent law your signature date puts you under, is the whole job.
The thing people get wrongThe queue and the flat are two separate projects. You cannot join the queue until you hold a personnummer or a coordination number, and it will not house you this decade, so the thing to get right now is the sublet: whose home it is, who consented to the letting, and on what terms.
Two markets, and only one you can enter
A first-hand lease is allocated by the municipal agency Bostadsförmedlingen on accumulated queue days alone, and its published average for an ordinary rental flat let in 2025 was nine years, rising to twenty-one years for the inner city. Most people who get a flat through it have waited somewhere between about four and thirteen years. That is why the flat you move into on arrival is almost always a sublet from a first-hand tenant or an owner, fixed-term and dependent on someone else's permission. Stockholm rations its good contracts by time served rather than by money or speed, which is the single fact that shapes every decision below.
- Queue position is days registered. Income, need and nationality do not move it.
- Signing a contract through the agency resets your accumulated time to zero. You keep it only for short-term contracts, student housing and senior housing 65+.
- You may hold three interest registrations at once, a limit that does not apply to newly built or senior housing. Once you have answered yes after a viewing you are bound to that answer.
Standing in the queue
Registration costs SEK 200 a year and requires you to be at least 18 and to already hold a Swedish personal identity number or a coordination number, which is why it cannot be done on the day you land. Miss the due date and your interest registrations are removed and you cannot make new ones; leave it unpaid for five months from that date and you are deregistered, taking every accumulated day with you. Waits are shorter outside central Stockholm, for higher-rent apartments and for newly built housing, and the agency itself points people at those filters as the practical route to a first-hand lease. Student housing averaged about 4.5 years in 2025, senior housing about ten and short-term contracts about 12.5, while newly built flats are the quick route: 1,685 of them went that year to people with under a year of queue time.
- The property owner, not the agency, sets the conditions attached to a flat. The agency only checks that you meet them.
- At the offer stage you answer the questions in the housing offer and send in the documents it asks for. Which documents those are depends on the landlord, so read the offer rather than assuming.
- The agency publishes queue times by housing type. Its breakdown by district is a separate tool and worth reading before you narrow the search.
Permission is the thing you are checking
Letting someone else use a home independently is subletting, and it requires written permission from the landlord if the flat is rented or from the board if it is a bostadsrätt. If permission is refused, the tenant or owner can apply to the rent tribunal, hyresnämnden, for it instead. Without permission the person you are renting from can lose the home, and you go at short notice whatever your contract says. Since 1 July 2026 a co-op owner's earlier lettings only count against them at the tribunal if they were conducted on a significant scale, though the criteria for granting permission themselves did not change.
- The governing provisions are Jordabalken 12 kap 39–40 §§ for rented flats and Bostadsrättslagen 7 kap 10–11 §§ for co-op flats.
- Ask for the permission document itself, with its dates on it, rather than an assurance that it exists.
- A sublease can carry security of tenure, besittningsskydd, but the parties may agree to waive it in the contract. Read that clause rather than assuming you have a right to stay.
Which rent law applies to you
A new private rental act, privatuthyrningslagen, came into force on 1 July 2026 and replaced the 2012 act, but contracts signed before that date are still governed by the old rules, so the signature date decides. The new act covers lettings by private individuals and estates of deceased persons, and it dropped the old requirement that the letting must not amount to a business operation. Under it the cost-based rent calculation is gone: the tribunal may change the rent if it is substantially higher than what is generally charged for other private lettings, so the benchmark is other private lets rather than the owner's costs. Subletting a rented flat is a different matter and still runs under Jordabalken, where the first-hand rent is the reference point.
- For a first-hand rent the tribunal compares the flat with equivalent apartments by use value, bruksvärde, and a rent roughly four to five per cent above comparable flats is generally still treated as reasonable.
- The courts describe the tribunal as changing the rent. How far back an overcharge can be reclaimed is not something to assume, so ask hyresnämnden before counting on repayment.
Deposits, employer housing and the handover
No Swedish authority publishes a deposit convention for sublets, so ask what is being demanded, on what basis and how it comes back, and get that answer into the contract rather than into a message thread. If your employer is housing you, the route is usually block renting, blockuthyrning, whose permitted purposes were written into law on 1 July 2026 and now expressly include subleasing to employees, corporate housing and co-living. The tribunal now approves the block rental contract itself rather than individual terms. Nothing is paid before you have stood in the flat and seen both the permission and the other party's identification.
In order
- Plan on a sublet for your first year, and on moving again when the term ends.
- Register with Bostadsförmedlingen the day your personnummer or coordination number is issued, and pay the SEK 200.
- Set the annual fee to renew automatically, because a lapse wipes the queue time rather than pausing it.
- For any flat you are offered, establish first whether it is a rented flat, a co-op flat or a house. That decides which rent law governs it.
- Ask to see the written permission from the landlord or the co-op board, and check its dates against your intended term.
- Read the clause on besittningsskydd, and note the contract's signature date against 1 July 2026.
- View in person, and check identification, before any money moves.
- Agree the deposit terms in the contract: amount, basis and how it is returned.
- Diary the end date and start the next search several months before it.
