Moving to Athens

Athens went from a decade of falling rents to one of the fastest rises in Europe, driven by short-term letting and residency-by-investment buyers concentrating on the same central neighbourhoods. The mechanics are straightforward once you have a tax number: leases are declared electronically to the tax authority by the landlord, and that declaration is what the utilities, the residence permit and your own proof of address all depend on. A lease that never gets filed is the standing problem here.

What catches people out

The Athens traps

Every market has its own way of costing newcomers money. These are the ones worth knowing before you start.

A lease that is never declared

The landlord must file the lease electronically with the tax authority. Without that filing you cannot put utilities in your own name, and a residence permit application has nothing to attach.

Short-let stock offered by the month

Koukaki, Plaka and Kypseli carry a great deal of licensed short-term housing. A furnished flat at a monthly rate is often let between bookings and will be withdrawn before summer.

Koinochrista, and the heating oil

Building charges are billed separately and in an older block include communal heating oil, which arrives as a large winter bill. Ask what last January cost, not what the average is.

Fourth floor, no lift, and no insulation

Much of the central stock is 1960s and 1970s polykatoikia with single glazing. Athens is hot for five months and genuinely cold for two, and the flat's orientation matters more than the photographs suggest.

After the keys

The admin that follows a move

AFM before anything else

The tax number gates the lease declaration, the bank account, the utilities and the phone contract. It is issued by the local tax office and a representative can obtain one.

A Greek bank account, straight after the AFM

Greece has legislated to make residential rent payable into a bank account the landlord has declared to the tax authority, so the account belongs in the sequence rather than at the end of it. Opening one is easier once the AFM and TAXISnet login exist, because the bank can pull your details through eGov-KYC.

Get the lease filing number

Ask for the declaration's reference once it is filed. It is what the electricity company and the residence-permit desk ask to see.

Utilities in your name

Electricity through the DEDDIE connection and a supplier of your choice, water through EYDAP. Both want the AFM and the filed lease.

Deposit

One to two months, held by the landlord with no central scheme. A signed inventory and photographs at handover are the whole of your protection.

Language. Greek for leases and public offices. English is widely spoken in the centre and among younger landlords. Your Insider works with you in English and negotiates on your behalf in whatever the lease is written in.
