Finding somewhere to live in Budapest
Rents have been flat for a year, but the advertised figure hides the building charge and an energy bill that turns on how much the flat burned last year rather than on what you pay per unit.
The thing people get wrongHungary subsidises household energy only up to a fixed annual quantity per meter — 2,523 kWh of electricity and 63,645 MJ of gas, at least 1,729 m³ — and bills every unit above that at the full market rate. What decides your winter bill is the flat's consumption last year, not the rent.
What the market is doing
The median asking rent in Budapest was HUF 260,000 a month in early September 2026, unchanged on a month earlier and on a year earlier. The benchmark series is the KSH–ingatlan.com lakbérindex, which put Budapest rents 5.2% above a year earlier in August 2026, a rise of 0.9% on the month, after an actual 0.2% monthly fall in May. More than 16,000 rental homes were listed nationally in early September, of which around 10,000 were in Budapest — close to 10% fewer than a year before, though supply has widened a little since the summer. ingatlan.com carries the volume and supplies the data behind the index; alberlet.hu is the rentals-only portal.
- The rent index publishes percentage changes, not district-level rents in forint. For the level on a particular district and flat size, filter current listings on ingatlan.com and alberlet.hu, and check the date on any figure an agent quotes you.
- The market has stopped climbing rather than fallen: monthly growth has run below 1% since autumn 2025. A landlord asking a steep increase on last year's price is asking above the market.
The energy allowance, and why last year's meter matters
Household energy is subsidised only up to a fixed annual quantity per meter, and everything above it is billed at the market price. Electricity is capped at 2,523 kWh a year per metering point, above which the household market price applies: 70.104 Ft/kWh gross on the ordinary A1/A2 tariff and 60.935 Ft/kWh on the controlled night tariff, network charges included. A separate 2,523 kWh allowance applies to a separate night meter. Gas is capped at 63,645 MJ a year, at least 1,729 m³, per consumption point, counted over a discount year running from 1 August to the following 31 July, and it cannot be moved from one property to another.
- The gas allowance is apportioned by day, 174.4 MJ or roughly 4.5 to 5 m³, so market-price gas can appear on a February bill even when the year's total stays under the cap.
- Ask for last year's consumption in kWh and m³, not in forint. Consumption is what the allowance is measured against; the forint figure tells you nothing.
- Ask what happens to the allowance if the meter stays in the landlord's name or the flat is sublet. The published rules do not address that case, so get the answer from MVM Next rather than from the agent.
The deposit has no cap and no scheme
Hungary sets no statutory limit on a residential deposit (óvadék) on the private market and has no state deposit-protection scheme. The Housing Act only empowers local decrees to regulate deposits on municipal and state-owned flats, and refers those to the Civil Code, so on a private letting the amount, the deduction basis and the return deadline are whatever the contract says and nothing more. Two months is the usual Budapest practice rather than a rule, and practice is not enforceable. Write the deduction basis and the return deadline into the contract, and take a signed inventory with photographs at handover.
- Miss a rent payment and the landlord must first send a written demand warning of the consequences. If you do not pay within eight days they may terminate in writing within a further eight days.
- That termination takes effect on the last day of the month following the missed payment date, and the notice period can never be shorter than fifteen days.
- With no deposit scheme to appeal to, the contract's wording on deductions is the whole of your protection.
Short lets, and the districts closing them
Short-let flats sit in exactly the districts newcomers search. Close to 9,800 condominium flats in Budapest were operating as Airbnb-type accommodation in May 2026, and by September nearly 16,000 short-term rentals were being advertised across the city, more than 5,300 of them without a valid registration number. Terézváros, District VI, banned short-term letting from 1 January 2026, but six months on more than three-quarters of its listings were still advertised, mostly on invalid registration numbers or as unregistered private accommodation. The rules are moving district by district, so check the current decree with the district council rather than trusting what a listing implies.
- Józsefváros, District VIII, adopted the city's second-strictest regime in June 2026: a 3.5% cap on short-let flats across the district, 5% in the Palota and Corvin neighbourhoods, and the right for a building's owners to ban it in their own block.
- A ban on paper is not a ban in practice. A monthly price on a furnished central flat can still be a gap between bookings, so ask to see the tenancy agreement and the landlord's title before any money moves.
The közös költség is a building's own number
The közös költség is the building charge, and it is fixed by each block's own organisational and operating rules (szervezeti-működési szabályzat) rather than by any city-wide tariff. It varies block by block and the owners' general meeting can change it, so the figure you are quoted is that building's figure for this year and no guide to the one next door. The közös képviselő, the building's managing representative, keeps a register of arrears that can include a tenant's unpaid utility bills. Ask for the current monthly amount on that specific flat and whether anything is outstanding against it.

- At the viewing, ask for last winter's electricity and gas consumption in kWh and m³.
- Ask whose name the meters will be in, and what that does to the subsidised allowance.
- Ask the közös képviselő figure for that flat and whether there are arrears on it.
- Satisfy yourself a central furnished flat is a tenancy rather than a gap between short-let bookings.
- Get the deposit amount, deduction basis and return deadline written into the contract.
- Sign with an inventory, photographs and meter readings recorded at handover.
- Keep the lease to hand — it is the address proof the residence registration runs on.
