Registration, banking and utilities in Barcelona

NIE

The número de identidad de extranjero is the foreigner's identification number and it gates the lease, the bank account, the utility contracts and employment. It can be applied for from a Spanish consulate before you travel or at a police station (comisaría) in Barcelona once you arrive, in both cases by appointment. It is a number on a small certificate, and losing it is inconvenient rather than fatal, but the appointment to replace it is not.

Empadronamiento

Registering your address with the Ajuntament de Barcelona produces the volante or certificat d'empadronament, which is the proof of residence that healthcare registration, school enrolment and most residency processes ask for. You do it at a district office (Oficina d'Atenció Ciutadana) with your passport, NIE and a rental contract or utility bill. It is free, and it is also what the city uses to count its residents, so it has funding consequences beyond you.

• Bring: passport, NIE, and the rental contract in your name.
• Subletting or living with family means the registered occupier signs an authorisation.
• The certificate is issued on request afterwards — you will be asked for a recent one repeatedly.

Banking, utilities and digital identity

A Spanish bank account needs the NIE, a passport and usually the padrón, and non-resident accounts exist but cost more. Utilities are transferred to your name (cambio de titular) rather than newly connected, which is faster and cheaper than a new contract — confirm it completed before the first bill arrives. A digital certificate (certificado digital) or Cl@ve gives you online access to tax, social security and regional services, and is worth setting up once you have the NIE.

• Cambio de titular for electricity, gas and water needs the CUPS reference from an old bill.
• Cl@ve or a certificado digital saves several future appointments.
• Social security number (número de la seguridad social) is separate from the NIE and needed to work.

Residency status

What you need in order to live here lawfully depends on your nationality and your route, and Spanish immigration rules and the way regional offices apply them change regularly. What is constant is the evidence requested: proof of address from a registered lease and the padrón, proof of means, and health cover. Confirm the current requirements with the Oficina de Extranjería or a professional rather than relying on second-hand accounts.

• Non-EU processes generally run through the Oficina de Extranjería, with biometrics separately.
