Every non-EU route starts with a visa from the Italian consulate for where you live, and every holder must then apply for the permesso di soggiorno within eight working days of arriving. Most work visas also depend on the annual decreto flussi quotas, and self-employment visas are quota-bound and handled case by case, so they are not shown here. This is a general guide, not legal advice. Confirm each step with Il visto per l'Italia, the Foreign Ministry's visa portal before you rely on it.
Your roadmap · EU, EEA or Swiss citizen 6 steps Before you fly → to Year 5 1 Step 1: Get a codice fiscaleBefore you fly + The tax code every lease, bank, phone contract and doctor asks for. It is free, from an Italian consulate before you fly or from an Agenzia delle Entrate office with your passport; a first issue for a foreign citizen needs a booked appointment. 2 Step 2: Arrive and sign a registered leaseDay 0 + You can live and work from the first day on your ID card or passport. The lease must be registered with the Agenzia delle Entrate within 30 days, because the registration is what the anagrafe accepts as proof that you live there. 3 Step 3: Declare residenza at the anagrafeWithin 20 days of moving + Within 20 days of moving in, file the residence declaration online (ANPR, with SPID or CIE) or at the comune. Staying beyond three months, you also show the ground for it: an employment contract, a business registration, or sufficient resources plus health insurance. 4 Step 4: Be home for the address checkWeeks 1–7 + Residence runs from the day you file, and the comune has 45 days to send someone to confirm you live there. Put your name on the buzzer and the letterbox and stay reachable. 5 Step 5: Register with the SSNOnce resident or employed + Take your codice fiscale, ID and residence or work evidence to your local health authority (ASL, AUSL or ASST) to get a tessera sanitaria and choose a medico di base. Use the EHIC until then. 6 Step 6: Permanent residenceYear 5 + After five years of continuous legal residence you can ask the comune for an attestazione di soggiorno permanente.
