Finding somewhere to live in Luxembourg
A supply-starved, high-cost market where the constraint is finding a place, not the lease itself: a two-month deposit, half an agency fee, and speed decides who gets the flat.
The thing people get wrongThe money up front is still the shock. A deposit of up to two months, your half of the agency commission and the first month mean about three and a half months' rent before the keys change hands โ arrange a bank guarantee and have your dossier ready, because the flat goes to whoever can commit first.

What you pay to move in
The reform of residential leases that came into force on 1 August 2024 cut the maximum security deposit from three months' rent to two, and it is common to lodge it as a bank guarantee (garantie bancaire) rather than cash so the sum is not frozen in someone else's account. The same law splits an agency's commission equally between landlord and tenant; the commission is usually one month's rent plus 17% VAT, so your half is around 0.6 of a month. Add the first month and you are committing roughly three and a half months' rent at signature, which is still the single biggest planning point for a move here.
- Deposit: up to two months' rent, capped by law since August 2024.
- Agency commission: shared 50/50 between landlord and tenant.
- A bank guarantee can replace a cash deposit โ ask your bank before you sign.
- Leases must now be in writing, and the law sets a legal ceiling on rent tied to the capital invested in the home; the rent commission (commission des loyers) of your commune hears disputes free of charge.
The lease and the charges
Residential leases commonly run for an initial fixed term, often one to three years, and then continue; the terms, notice period and any break clause are set in the contract, so read them rather than assume. Shared flats now have their own legal framework, the colocation regime introduced by the 2024 reform, which sets out how housemates join and leave a joint lease. Advertised rent almost always excludes charges (charges / Nebenkosten), which cover heating, hot water, common areas and refuse, are paid monthly as a provision, and are reconciled against actual costs once a year. A low provision is a deferred cost, not a saving.
- Establish the notice period and whether there is an early-exit clause before signing.
- Ask what the annual charge reconciliation came to for the last year or two.
- Confirm whether heating is individual or collective, and how it is metered.
- An energy passport (passeport รฉnergรฉtique) is required and tells you what winter costs.
Finding a place, and moving fast
The main portals are athome.lu and immotop.lu, alongside agency sites and a busy word-of-mouth market, especially for shared flats (colocation). Because good listings are let within days, the people who succeed have their file complete before they view: identity, a work contract or proof of income, and often a reference. Deciding on the day of the viewing is normal, so know your budget and your non-negotiables in advance.
- athome.lu and immotop.lu are the dominant listing sites.
- Have a ready dossier: ID, work contract or proof of income, reference.
- Colocation is common and much cheaper than a one-bed; check who holds the lease.
- Verify exactly what 'furnished' or 'equipped' includes, in writing.
The cross-border alternative
A large share of people who work in Luxembourg live over the border in France, Belgium or Germany, where rents are far lower, and commute in. It is a genuine option that trades a bigger, cheaper home for a daily crossing, and public transport within Luxembourg is free once you arrive. If the city's rents do not work for you, widening the search to Thionville, Arlon or Trier is what locals do.
In order
- Build your dossier before you view: ID, proof of income, reference.
- Ask your bank about a garantie bancaire in place of a cash deposit.
- Read the lease for notice period, break clause and indexation.
- Get the energy passport and the last charge reconciliation.
- Confirm in writing what stays in the flat.
- Budget about three and a half months' rent for the day you sign: deposit, half the agency fee, first month.
